If the usual rules about discretionary acts and the standard on appeal to reverse them were applied, there is no doubt that the Secretary of State's actions would be upheld.

If the usual rules about conflict of interest are applied, I am not so sure... I think Administrative Law caselaw is full of examples of situations where administrative discretion exercised by a stakeholder in the contest has been overturned.

The Supremes may focus on the change the line of scrimmage after the fact aspect....

I think the line of scrimmage is, and always has been, who got more votes. I think the Court has to mention that somewhere along the way, given their history of being sensitive to the very court of public opinion they are insulated from. I wonder if the court isn't going to create a Federal Constitutional Right to Have Your Vote Counted Properly, so that future federal oversight of local shenanigans can be dealt with. I would not be surprised to see a couple of the more liberal Justices go in that direction.
