That may or may not be true. But consider this fact: Gore won't, nor should he, concede until his rightful request for a hand recount gets reasonably fulfilled.

Thus far, Gore has seen nothing but unilateral decision making from the secretary of state's office, and an assortment of delay and impedment tacts on the part of the Republicans to prevent the recount. This is because of the Republican fear that fair recounts would show Gore got more votes than Bush.

Why does Bush think this?

Well, I submit it's because of the original calls by the networks that Gore won Florida.

So, knowing Gore probably got more votes, the only way Bush could win Florida was via his ace connections of a brother governor and a co-chair secretary of state, together with a GOPwinger party alliance of Miami Cubans and Tom Delay angry white men provocatuers to disrupt the hand recount procedure. This, plus a bevy of attorneys to legally delay and impede the process.
