surf: Wow, you are absolutely correct. I had missed that fact:

the votes shall be taken by states, the representation from each state having one vote; a quorum for this purpose shall consist of a member or members from two-thirds of the states, and a majority of all the states shall be necessary to a choice.


So how do we go about estimating this vote? I imagine Congress has passed a set of procedural rules for selecting the single representative from each state. Anyway, do you (or anyone else here) have any clear estimate of how this by-state vote would break down? I'm going to try and come up with a number on my own.
