lawdog - I can't think of a good argument here, except for the fact that filling in the missing information was a ministerial act. It didn't change the voter's vote. As to your second point:

The Bush voters were not asked to fill in the information. The missing information was supposed to have been pre-printed on the form. The form did not ask for the information. The voters filled out the ballot properly, including punching the chad all the way out of the card, hence the vote was counted.
