If this is true, then HOW CAN IT BE LIGITIMATELY ARGUED that the clear intent of a voter could be represented by any thing other that a hole, much less a bump? If each voter had this instruction, it is substantially more likely that any flaps were are seeing now were occassioned by the action of running the cards THROUGH the votamatic. There can not as a matter of law be a presumption otherwise.
