zonk, He has set new parameters for emissions from industrial plants all over the state. They are bitching up a storm around Houston, but Bush put the onus on the Demo mayor to get the air cleaned up. I don't think this was done by enacting any new laws, but was handed down by some system akin to "executive order". At any rate, it is beginning to work. Emissions are dropping at an increasing rate. ~H~
