I don't have the references offhand to give you but the location of optical scan vs. punch card machines is the pivotal piece of information in this fight. In a nutshell, the more accurate scanning machines are mostly in Republican areas while the punch card machines are mostly in Democratic areas.

On election night, I believe both campaigns looked at the location of the different voting machines, the voting patterns and the voting populations involved, and came to the same conclusion -- manual recounts would benefit Gore by finding votes that the punch card machines missed.

The rest, as they say, is history.
