The Telson deal was strange, probably one of a kind. My guess is that NOK got half a loaf (i.e. right to 1X if phones are manufactured by Telson and chips come from Q) in exchange for future consideration of full 3G license. The half a loaf may have a time limit of some kind so that NOK has only so long before full 3G license price goes up.

This is only speculation, of course, but it is one possible way that both sides could have made progress without either appearing to give in. The strange way the deal was announced leads me to believe it was unique: no clear cut victory for either party.
