I still think this whole thing is due to
bush being outmaneuvered by gore asking for a hand recount, which is legal and within his rights as a candidate,
while bush was sleeping and overconfident as to the likely outcome. when bush realized his error in not requesting recounts as well within the 72 hour period, all efforts were put into legal challenges to stop and slow hand recounts, and a massive campaign to demonize the election workers, and discredit hand recounts.
ethically gore would be on weak ground if he only was willing to recount selected counties, but he offered
the bush camp a full recount, and it was refused, largely because the demonization process on hand counting was already underway.
