The higher the maximum allowed Tj is, the better. However, the higher it ACTUALLY is, the worse. There is no question that the reduced Tj of high-end PIIIs is bad. It indicates that Intel has done something to increase frequency, while reducing reliability. However, that they can actually work with that low a Tj is a testimony to the low power dissipation of the PIII (which is a good thing).
