The process has allowed him these opportunities. It has been equal for all parties. Bush has had equal opportunity to recount in counties that he feels would be favorable to him, if in fact he has felt these counties were incorrectly counted. The opportunity has been there and he has failed to make such requests. That was his call. The Florida Supreme Court even re-opened the window for him to recount. So if he has not availed himself of this opportunity, then by his inaction, how can he say it is now not fair?

If the Gore team has felt there were irregularities in certain counties were the undervotes appeared especially large, then they requested these recounts. Bush made no such requests.
