because "time is of the essence" in an election contest where electors must be chosen by December 12th. There was a clear waiver by the Bush campaign when the State Supreme Court asked them whether they wanted a state wide recount and their failure to request certain counties recount within 6 days of the election. The statutory scheme seems to contemplate this winnowing down process. Seems to me the
tabulation by the canvassing board is prima facie correct but a de novo review of the contested counties may show a different result.
