Sure, but it's still 60% at room temperature and 40% at 100degC. The quoted 30degC or so was the amount that a leading semi manufacturer's 1GHz chip ran cooler. So regardless of what the increases in thermal conductivity are, the EFFECT is a very respectable drop in operating temperature.

FYI, Isonics lists the increase in thermal conductivity at "lower temperatures" as up to 600%). The interesting aspect of this is that the extreme cooling efforts all of a sudden become much, much more effective. This could be of huge benefit to a company like Kryotech.
