Actually Jallen, there should be no need for the Legislature to act at all if these legal wranglings are not resolved, since Bush is already certified, the Governor has signed the Cert., and it can be sent off, if it hasn't already(unclear here, but no matter), to US Congress. This has been widely reported and agreed to by Republicans taking a second look. Only if a new count takes place based on counting only Gore's chosen territory, Gore "wins" it, that count is shown to create a bias for Gore unintended by the Legislature or our constitution, and the Judiciary nevertheless demands a second Cert. be made by the Secretary, would they then have to act.
It'll never happen, IMO. But if it did under the above general circumstances, it would be well recieved.
