Just one point... While you are wrong in the sense that it(Gore's definitive re-count) was in fact completed by the local boards as they saw fit... The Palm Beach County board was almost finished and asked Katherine Harris to extend that Sunday deadline by a mere 2 hours. She refused. [and didn't include even the partial results in her certification] Interesting that the court had said if her office was not open on Sunday that the deadline was 9:00 am Monday morning. So, of course she opened on Sunday! But you are right that other ballots were not counted as per the Miam-Dade board decision.
