First, I don't know the answer to this question; I must admit that I haven't studied the issue. However, given that, consider the following verses:
"... for all have sinned and fall short of the glory of God, ... [except for those who are younger than 2 years old ]" see Romans 3:23
"As it is written: "There is none righteous, no, not one; [except for those under the age of 2 years old] " see Romans 3:10
"For the wages of sin is death [for everyone over the age of 2 years], but the gift of God is eternal life in Christ Jesus our Lord." see Romans 6:23
"Then the LORD rained brimstone and fire on Sodom and Gomorrah, [except for those children under the age of 2 years], from the LORD out of the heavens. 25So He overthrew those cities, all the plain, all the inhabitants of the cities, [except for those children under the age of 2 years,] and what grew on the ground." see Genesis 19:24
Obviously, I inserted the italicized words to show what is not in the Bible.
