Isn't that a relative opinion? Remember that the Palm Beach canvassing board took Thanksgiving Day off as a holiday. They didn't set it up to work 24 hours a day recounting votes

Remember, under the original seven day deadline, they would have had no more than two days to do the recounts, at most, clearly not enough time to recount a large county. When they did the recount, they clearly underestimated the number of delays that would be caused by lawyers for both sides.

Harris was facing a MANDATORY certification date 7 days after the election.

She had the discretion to accept amended returns after the deadline, I believe. Somehow I have to believe that if Bush had been down by 300 votes, the counties would have been permitted an extension, and that the very strict construction she put on the rules -- no exceptions except for fraud, hurricanes, or machine breakdown -- would have been softened to include a case where the machine's normal error rate exceeded the margin of victory. I believe the statute says something about permitting canvassing boards to do a recount if they think it might alter the result of the election.

The argument I heard from the Bush camp was that Harris acted properly within the bounds of her discretion, not that she was powerless to decide otherwise than as she did.
