Oh, I don't think it's "slick," I think the argument goes like this:

"We don't think a manual recount is justified at all, but if it is, then we think all the counties should be counted."

Because the predicate of the manual recount MUST BE, as you stated, that the election was close STATEWIDE. And of course if it is close statewide, then it's not proper for one county to decide to recount only that one county.
