I don't think so.
According to my knowledge the Electoral College has been in use for many years and since well before the drift of population into urban areas, which has occurred mainly in the past 50 years.
It is common knowledge that the EC is tilted in favour of less populated states and that legislators have tried to have it corrected many times but their attempts at making it reflect the concept of 'one man-one vote' have failed.

There is no good reason that the vote for President of any person in a less populous state should be worth more than that of someone in a highly populated state. It violates the basic premise that all men are equal, which is part of the founding fathers' concepts for the US of A.
