What makes you think that decimimals will change that? In Toronto, (Computrised), if a bid is entered into the system , it is in there and cannot trade through it without being filled. All orders large or small must trade through the system.
The failing of this system is when a large print is about to go up, everyone in the way will get filled at their price and not at the print price.
We have been decimalised for a few years now, but that has nothing to do with the fills.
