I think that high population density isn't the cause of the crime. Look at Hong Kong.

The high population density is caused, according to that paper by the Brookings Institute I posted to Ray, by people who are dependent on social programs clustering around the areas where they can get the social programs most easily.

I have a mental analogy which may seem insulting or insensitive, but makes sense to me. I used to put out food for a feral pregnant mama cat. In time she had kittens. I should have caught her and had her neutered, but I wasn't enlightened enough to do that. In time her kittens grew had kittens. Eventually, I was putting out food for a couple dozen cats, and the population was expanding exponentially. When I got married, I moved away, and for a while a neighbor took over feeding the cats, but then she moved and the cats dispersed to other feeding grounds.

But it made ecological sense for the cats to exploit the niche. It's just the nature of living beings to exploit niches. And while a concentration of social programs isn't the niche that you or I would exploit, it makes sense that people who can't do better than social programs would concentrate around them.

I still take in feral cats, but now I have them neutered or spayed. We can't do that with human beings, all we can do is make birth control available and hope that people use it so that they can reproduce responsibly.
