Not just population density, the interaction of density and poverty contributes to high crime.

For example, Appalachia is poor, but the crime rate is not high. Manhattan is dense, but the crime rate is not high.

Sometimes neither A nor B sufficiently explain variance but the interaction of the TWO can be overwhelming.
