Exactly. This is classic Gorilla-Gaming strategy for building the strength of the value chain. The stronger the value chain, the more pervasive the standard. As the value chain grows, each member of it does everything reasonably possible to ensure the success of the standard because their revenue depends on that success. The irony is that as the value chain becomes stronger and stronger, the Gorilla (Qualcomm) gains greater and greater control of it, using it to thwart competitive efforts.
