Not that my experience is all-encompassing, however, I've yet to see a so-called share buy-back that actually was implemented to any great extent and then when it was implemented (on a minimal basis when compared to the advertised hype) seldom had any substantial effect on share price. In conclusion, companies are not in the business of investing in their own stock and generally stay away from doing so even after approval from the board of directors authorizing buy-backs.
