"commercial launch" can be a tad misleading. It means the network is on the air and accepting subscribers. The subscribers may be (intentionally) very limited. GPRS devices (and in particular, handsets) are often in VERY short supply initially. Also build out for this "commercially launched" capability is ongoing.

Same holds true for CDMA 1xRTT. SKT "commercially launched" in October.

It can be said that GPRS is in very "Limited Deployment". Same for 1xRTT.

Andrew Seybold describes "Limited Deployment" & "General Deployment" this way:

Typically, trials begin three to six months after a technology is "available," and about a year later there is limited deployment - the technology is made available commercially, but in limited geographic locations.

General deployment has been achieved when the data technology is available in nearly the same coverage area as the existing voice technology. At this stage, products and solutions enter the market.


Nokia is playing this game very sensibly. IMO. They over committed to pending availability of WAP handsets a year ago, and suffered some credibility loss. They are not repeating this mistake with GPRS.

In addition, while waiting for handsets, build outs continue.

With GPRS, when handsets are available in large commercial quantity, GPRS will be in widespread "General Deployment" very quickly - worldwide.

Note: BT Cellnet (I think) was 1st commercial GPRS launch aroung June. Corporate customers only. No handsets. Other devices (modems et al).
