e-bill, This decision has NO effect on the pending election contest. The certification did not take place until November 26th. The decision has no effect on the evidence presented or the issues being contested. Judge Sauls still has to decide whether those contested ballots in Dade County
should be hand counted. When the canvassing board exercised its discretion to have a hand recount, they had a mandatory duty to complete the recount. This claim of Boies was not answered by the defense.
