I was right the first time. There was no final certification until Nov 26. You can read the facts in the Supreme Court opinion at msnbc.com The Secty of State was enjoined from a final certification until Nov. 26. All recounts that occured prior to Nov 26 are de jure. Those recounts are valid evidence in the contest trial. The margin for burden of proof is 537, not 930.
