I don't believe that TI is a major holder of GSM IPR. Rather the IPR they have is like Spinco's, it involves how to implement GSM on their DSP/ARM chips. TI doesn't need GSM IPR to sell to Nokia who is part of the GSM consortium. This deal seems to open the door for TI or perhaps TI and Spinco to make WCDMA chips for NOK. Another question is whether there will be a CDMA200/GSM chip for China. I don't yet see where Spinco gets GSM IPR.
