Ramanding cases is not uncommon. The US S.C.t is giving the Fl.S.Ct. a chance to stregthen its position before the entire Court has to rule. This way the Court can be unanimous with a water tight decision to base it's opinion on. It removes any question of partisanship, restores dignity to the state court system and prevent a new precedent that would handcuff the S.Ct. itself.

How does it hurt Bush? Because Bush did not get what he wanted, the Fl. S.Ct.'s decision to be overturned.
