A good lawyer would be able to find a good statistician that could "prove" that. I see you are preparing to throw the blame. I think that a (rare) neutral observer would conclude that the Florida folks have been non-partisan, especially the local election boards. The exception, IMHO, is the Secretary of State. Which is too bad. In a strange way, I think it's very American, and sort of cool, that a minor circuit court judge from Tallahassee, Florida has made the decision that will lead to the end of this Presidential and historic "event". If he doesn't get over-ruled I will feel better about this whole process. It's reassuring that a relatively common citizen can still receive and deserve the nations confidence.
