I think that "reverse" or "overturn" mean the decision was wrong. "Vacate and remand" means we don't understand your decision and why you made it; and would like you to rewrite it; you can keep or change your decision just make sure we understand why you did it. At least that's what I think the terms mean, but I'll defer to the lawyers on the thread. jttmab
