If it's Bush, nothing will get through Congress the first two years. He'll be blocked every step of the way. Democrats will gain in strength, especially when it becomes clear Gore got more votes in Florida than did Bush and the 2002 Congress will be far less Republican. So Bush will suffer another two years, pretty much still in disgrace from having 'taken' the disputed Florida election and a national popular vote loser.
