I don't know much about this Armand Hammer - but a lot of companies had dealings with the Soviet Union in the 1920s - especially oil companies such as Standard and Oil. Go back and a lot of businesses had funny connections. Prescott Bush ran a bank that Fritz Thysenn(one of Hitler's main financiers) used to launder money out of NAzi Germany. The Bush's own interest in Germany at the time. But so did a lot of people. - Morgan Stanley, Sullivan & Cromwell lawyers were steeped up to their knees in it - Allen Dulles etc. Frank Wisner - one of the top OSS men blew his brains out because he felt guilty about things after the war.
