Depends on your interface gap. Basically the smaller the gap the less viscous you want your paste to be. If you gap is huge, pads work the best.

For CPU's, medium filled high aspect ration silver flake work best. They generally can provide thermal conductivity of about 3.5 W/m.k in gaps of few mils.
