Oh, Frank, you're only saying that because you're prejudiced against Al Gore. Much like I have my reservations, or worse, about George W. Bush.

Practically speaking, it was the closest election ever in the history of voting for president. Factor in the long-known problem of the inefficient voting tabulating machines into the mix of the difference between the two candidates.

Normally a candidate gets a hand count on request in virtually every state where they're allowable and Florida shouldn't be any different. He asked for one and got an incomplete one. He has a right to take his case to the courts where ultimately a decision of law will be made. He should not concede under the circumstances.

The problem is simply this:

1) Gore knows he got more votes than Bush but is having a tough time proving it due to the power of Bush's brother's incumbency outreach into the secretary of state's office.

2) Bush knows that Gore got more votes than him and, therefore, wants no part of any hand recount where it's scientifically proven, even by Bush's own witness in court, the human eye is better than the machine eye in these matters.

Gore SHOULD NOT concede until he's had a fair determination by the state's highest court as to whether all the votes that are supposed to have been counted have been counted under the laws of the state. And that's it!
