ttosbt.....not sure if a bush or gore or any presidential administration significantly affects government purchasing......most of those decisions are made at the lower agency level, dependent on their budgets and the requirements of their clients.

government procurement is limited for sole source contracts, most requests above 100k have to be posted in cbd(commerce business daily). smaller procurements need strong justification for sole sourcing, although a bit more latitude under 25k on government impact cards. government procurement evaluations use price as the primary deciding factor.

most requirements refer to nsn's (national stock numbers)that can be at times a bit generic or brand name or equal.
