The situation in some of these remote settlements is outrageous, and requires some help. I don't have any ideas, but have to believe that the old solutions (more grants, subsidies) doesn't appear to work.

Voisey's Bay development has become a political issue, a prize an elected official can hold up to admire. I think when that becomes the motivation for development, then the process can become corrupted. Maybe it is in Nfld, I don't know. I do know that the complicated issues of transfer payments, work, infrastructure development, and technology transfers have entered the picture (along with political aspirations). Central Africa (CA), Russia, Cuba, Nfld. Maybe there's more than cobalt potential that links these regions.

However, the CA production is driven by copper prices, Russia, Cuba, and Voisey's Bay will be driven by nickel prices. Nico development is independent of nickel and copper, and more likely to be affected by gold prices.
