The USConstitution grants the power to select the Electors or define the method of selection to the State Legislatures.
The F-legislature defined the procedure for electing Electors and the method by which the FSOS would certify the election and the timetable which must be followed. The question presented to the USSC, was did the FSC usurp the F-legislature's powers by extending the deadline for certification, in violation of the US Constitution and further US Law? This is a layman's simplification but you get the drift.
