thanks...i see...this seems to specifically relate only to transactions by institutions, but equates to a lowering of 'margin' requirements for them. in other words, since securities borrowing has proven relatively risk-less in the recent past, we're now making it riskier...i.e. give the machine opportunity to increase its extreme leverage even further. surely everyone can see the wisdom of this...-g-
