The recourse for the judiciary would be the legislature, which could result in the election being thrown into the House of Representatives. Oh well, if they insist on war, we might as well go all the way. Another recourse could be for Gore to yield to Congressional pressure. There is a feeling among democrats in Congress (according to a reporter on CBS news) that their best chance to take control of Congress in 2002 is a Bush presidency.
