Maybe you or someone else here would know about this. In one of the counties where there are concerns about absentee ballot applications, the ballot applications were removed from the county office, worked on elsewhere, and returned. I wonder if that office had control procedures to insure the returned ballot applications were the same ones returned?

For example, suppose I were allowed to remove a bunch of ballot applications from county offices to add voter's registration numbers. I bring the same number of ballot applications back a week later. How do they know I didn't dump the real applications and create new applications in the names of my dead relatives?
