Dear Ratan: You do not think they would be doing their sworn duty if they came out with the following decision: "Gore wins all 25 electors because we feel like it. So ordered!" You do not think this would cause the USSC to overturn? The Legislature and the Governor together could impeach in this obvious abuse of power? (Frankly, like in the US Congress, an impeachable offense is whatever they deem it is (they define high crimes and misdemeanors)) Thus they must come up with a decision that would stand up to muster on very solid legal ground. That is what they need to allow the USSC to sustain. If two slates were presented to the US House of Representatives, the Gore slate would see the wastebasket. He would lose in the Florida Legislature, the US House, and the State Delegations Vote (38-14). Does the phrase '"Fat Chance" of a Gore win' mean anything to you? Pete
