officials had altered them with felt-tipped pens because the voting machine couldn't register a vote. This is a substantially different case. It is one thing to improve the characteristics of the ballot without changing th intent of the voter. It's similar to removing the wrinkles in the paper that could interfere with reading. The Seminole and Martin cases have non-officials modifying documents in an intentionally partisan way. TP
