I want to take the middle ground here - I don't think everyone whose vote wasn't counted was "dumb." The testimony of Mr. Ahmann's (or was it Dr. Ahmanns?) makes it clear that the Vote-o-matics are imperfect devices, and that votes may not be counted without voter NEGLIGENCE, although I don't know what to call it other than voter error, since the voter is supposed to double-check the ballot.

But the history of the vote count is this: 1) In Broward County, every vote was counted, and included in the total.

2) In Palm Beach County, every vote was counted, and not included in the total, but even if they had been included, it would not give Gore the presidency.

3) In Miami-Dade, it was the Canvassing Board that decided not to count the vote, for reasons that had little, if anything, to do with the Republicans. And when Gore appealed to the Florida Supreme Court to order the Miami-Dade Canvassing Board to resume the recount, it denied his appeal.

So I don't understand why this is an issue.

Ray, Greg, could you please explain? Is it your honest opinion that the Miami-Dade Canvassing Board ceased the recount SOLELY because of the Republican protest? Doesn't it have to do with the 1) doubt that the numbers would be there for Gore; 2) doubt about the legality of a partial recount, and 3) recognition of the inability to meet the extended deadline?
