Dear LoF: I dont have the total data (128 pages long) but as I understand it they SPECIFICALLY said they are NOT ruling on the Constitutionality of the the manual recount issue but merely on the limited recount that has ALREADY occurred. Their reasoning is that Bush was not harmed by it. Thats all I have right now. But, in my mind its important that they did NOT rule on the Constitutionality issue as I think Judge Saul did in that he felt it unconstitutional for a partial recount in a statewide election. JDN
