It's a good bet that this guy is involved:

Under Papers are complete PDFs of his various papers with Professors Lester, Cheng and others on quantum dot lasers. The top listed paper is on a quantum Dots-in-a-Well (DWELL) structure laser for which wavelength has been extended to 1.3 microns. The dots are InAs on a GaAs substrate. Possibly the name Zia is from the "Zia Sun" symbol showing light from a dot (dotlike from afar)?
