I believe 43% of union membership is now in government "service" at various levels.

Unions only thrive in areas w/o competition. Unions inevitably lead to the decline of any industry - steel, autos, railroads et al - that they afflict and are economically justified only in "company" towns, of which few, if any, still exist in the modern US economy.
