how do they send a video stream through a live electrical line? Theoretically, that is easy, since the two occupy different completely different areas of the spectrum. As long as the impedence of the termination sources is high at the video frequency, there is no technical problem. A number of home networking solutions use exactly this principle. Not at TV video bandwidths, but we're talking low-bandwidth type video signals here. P.
