The applicable Constitutional and statutory provisions state that it is for the legislative bodies to decide, not the courts. We have three equal branches of government in this country. Maybe it's the courts that are mucking up what the legislatures must do. In fact, that's what the U.S. Supremes stated about the Florida Supremes. Of course, the rule of law has been nothing but an inconvenience to Demolibs all along, right?
