I find the term "Republican operatives" a loaded phrase, that would be better were it substituted with "Republican get-out-the-vote volunteers". These people only added an omitted number to an absentee ballot application they did not "alter" the actual ballot as was alleged by Al Gore. All these applications went out in the mail, to the voters, far before the election date.
